1. Zero-Tolerance Statement & Purpose

Garhwa Wale maintains an absolute, non-negotiable, zero-tolerance policy against any form of Child Sexual Abuse Material (CSAM), Child Sexual Exploitation and Abuse (CSAE), online grooming of minors, sexualization of children, and child endangerment across all digital platform surfaces, including the official Android mobile application (garhwa.wale.app), real-time community chat rooms, user profiles, creator directories, and user-submitted content.

This document outlines the strict safety standards, technological filters, in-app reporting procedures, and legal escalation mechanisms enforced by the Garhwa Wale Trust and operations team. These standards are maintained in full compliance with:

  • Google Play Developer Program Policies: Specifically the mandatory Child Safety Standards policy.
  • The Protection of Children from Sexual Offences (POCSO) Act, 2012 (India).
  • The Information Technology Act, 2000 and IT (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021.
  • Sections 292, 293, 354D, 376 of the Indian Penal Code (IPC) and relevant statutory child protection provisions.
  • International child protection frameworks, including cooperation with NCMEC and Interpol reporting mechanisms.

2. Definitions of Prohibited Harm

Under this policy, a child or minor is legally defined as any person under eighteen (18) years of age. The following categories of content and behavior are strictly prohibited without exception:

A. Child Sexual Abuse Material (CSAM):
Any visual, photographic, video, audio, digital, generated, animated, or illustrated representation depicting a minor engaged in explicit sexual activity, nudity, or lewd sexual poses.
B. Child Sexual Exploitation and Abuse (CSAE):
Any physical, verbal, digital, or psychological abuse or coercion of a child for sexual gratification, commercial exploitation, or extortion.
C. Online Child Grooming:
Any attempt or predatory communication initiated by an adult or user directed at a minor to build trust, lower psychological inhibitions, or solicit personal details, photographs, or off-platform physical meetings for illicit or exploitative purposes.
D. Sexualization of Minors:
Transmitting remarks, memes, sexualized nicknames, jokes, or suggestions that objectify children or treat minors as sexual subjects.
E. Sextortion & Coercion:
Threatening, blackmailing, or coercing a child into producing, sending, or sharing private images, personal details, or financial sums.

3. In-App User Reporting Mechanism (Mandatory Feature)

In accordance with Google Play standards, the Garhwa Wale mobile application includes a built-in, frictionless in-app reporting system so users can report safety concerns directly without exiting the app or composing external emails:

How to Report Inside the Garhwa Wale Mobile App:

  1. Profile & Settings Flow: Navigate to Profile → Settings → Help & Safety → Report a Problem.
  2. Direct Category Selection: Choose Child Safety Concern, Inappropriate Content, or Abusive User.
  3. Provide Details: Enter a description of the offending conduct or link the content identifier.
  4. Submit Instantly: Tap Submit Safety Report. The report is encrypted, logged in our backend moderation database, and prioritized with critical urgency.
  5. Live Chat In-Context Reporting: Long-press any message in the community chat stream and select Report Message for one-tap abuse submission.

All reports submitted via this in-app mechanism trigger automated audit logging, notify our child safety desk via automated alert dispatch, and are reviewed by human administrators within 24 hours.

4. Multi-Layer Platform Safeguards & Proactive Detection

Garhwa Wale enforces rigorous technical and operational controls to prevent illicit content from reaching platform users:

  • Real-Time Text Filtering: Incoming chat messages and submission descriptions are filtered through automated keyword and pattern matchers designed to detect exploitative, abusive, or predatory language.
  • Pre-Publish Administrative Moderation: Community submissions, including creator KYC profiles and tourist locations, are held in an administrative review queue and require manual human approval before becoming public.
  • Immediate Quarantine: Any flagged content is immediately removed from public feeds and quarantined in a secure administrative quarantine partition for forensic review.
  • Permanent Account Termination: Any user found attempting to transmit, solicit, or share CSAM or engage in predatory behavior is permanently banned across all devices, with their phone number, IP address, and hardware identifiers permanently blacklisted.

5. Child-Safety Protocols in Garhwa Daily News & Civic Updates

Garhwa Wale provides a dedicated Daily News & Civic Updates service to help district citizens stay informed on administrative advisories, emergency announcements, educational notices, and local developments. Because children, families, and students regularly browse this section, we apply rigorous child-protection editorial standards:

  • Strict Anonymity & Protection of Minor Identities: In strict compliance with Section 74 of the Juvenile Justice (Care and Protection of Children) Act, 2015 and Section 23 of the POCSO Act, 2012, our news updates never publish the name, photograph, address, school identity, or any identifiable information of a child who is a victim of any crime or a juvenile in conflict with the law.
  • Ban on Graphic & Violent Imagery: We enforce an absolute ban on gruesome photographs, distressing accident footage, bloody injuries, or violent altercations. All news media must be wholesome, family-friendly, and educational.
  • Child Exploitation Zero-Tolerance in News Tips: Any citizen news tip or contribution containing unauthorized images of minors in distressing, exploitative, or indecent situations is rejected instantly, quarantined, and escalated to the Childline authority (1098) or cyber police.
  • Family-Friendly Civic Content: The news feed emphasizes constructive community information—school examination notices, scholarship announcements, sports achievements, cultural heritage, weather warnings, and healthcare camps.

6. Mandatory Statutory Reporting & Law Enforcement Cooperation

Garhwa Wale cooperates unreservedly with law enforcement agencies and statutory child protection authorities. Whenever credible instances of CSAM or child exploitation are detected:

  • National Cyber Crime Reporting Portal (NCRP): An incident report is promptly submitted to the Government of India's portal at cybercrime.gov.in and forwarded to the Cyber Crime Police Station, Garhwa District, Jharkhand.
  • NCMEC CyberTipline: Reports involving CSAM are filed with the National Center for Missing & Exploited Children (NCMEC) in accordance with 18 U.S.C. § 2258A and international reporting standards.
  • Digital Forensic Preservation: Digital evidence (account records, IP logs, session timestamps, device user-agents) is securely preserved in compliance with Section 67B of the Information Technology Act, 2000 and Section 19 of the POCSO Act, 2012 for lawful prosecution.
